9th District Strategic Plan
The Chicago Police Department (CPD) creates an annual District Strategic Plan for each of the city’s 22 districts. These plans are the operational backbone of the Department’s commitment to community-based, problem-oriented policing.
What is a District Strategic Plan?
It is a community-driven roadmap that outlines specific crime-reduction and community-engagement goals tailored to the unique needs of a specific neighborhood. Unlike broad citywide policies, these plans are hyper-local, focusing on the specific "beats" and blocks within a district.
Each plan typically includes:

Problem-Solving Priorities: Identification of the top three public safety issues in the district (e.g., carjackings, narcotics, or retail theft) as defined by residents.

Root Cause Analysis: An evaluation of why these issues persist, looking at factors like lack of lighting, abandoned buildings, or systemic socio-economic challenges.

Collaborative Strategies: Both enforcement strategies (patrols, missions) and non-enforcement strategies (youth programs, community clean-ups, partnerships with local non-profits).
